Concept of Operations (CONOPS) Development: An important aspect if implementing any new technology is to integrate the system into the operational context of the organization's Security Master Plan and CONOPS. Our 19 year hostory of success in mission critical environments has provided us with a unique perspective that allows us to understand how technology and process must work together in public safety.

The CONOPS design process There is a logical design process that has been used for many years in military Command Center Planning. It is a progressive process where the Strategic Security Plan drives CONOPS, which drives functional requirements, which drives system design and selection. This process, when followed according to industry system design standards, will ensure success. The process itself requires some extra work, but it should be considered an insurance policy against failure.

SDI Understands this process, and how to employ it successfully to establish needs, create specifications, select systems, implement and support them, and then re-evaluate and evolve or replace those systems over time. This continual evolution is necessary to meet the ever-evolving threats that public safety organizations face today.

Command Center Design Implementation, and Support: SDI offers a full range of services, from consulting all the way to turn-key delivery of a complete Command Center:

  • Integrated Systems: The complexity of today's security and operations systems requires that they operate together into a single user interface to reduce response time, increase situational awareness, and provide a common operating picture. SDI was a pioneer in this concept in the 1990s, linking alarms with video feeds; today, SDI implements PSIM (Physical Security Information Management) to link alarms with video, Computer Aided Dispatch, collaboration and Mass Notification systems to support fast and effective response.


  • Program Management: SDI provides Program Management services to act as an Owner's representative on Command Center projects. By utilizing an objective 3rd party, Command Center Owners are ensures of on-time, on-budget performance and quick issue resolution.


  • Turn-Key Command Center Design/Build: SDI can provide a single point of responsibility, comprehensive services, and a guarantee of success in a turn-key Command Center Design/Build project. From architecture and engineering through construction management and commissioning, SDI can provide a complete, end-to-end project.


  • Support: Many of SDI's clients trust us to support their critical systems and processes. SDI provides turn-key 24/7/365 support so our clients can be assured their mission-critical systems will be ready when they are needed.   • 3-dimensional computer modeling and simulation: SDI builds 3d virtual models before any work is done. "Walking through" these virtual models allow us to find issues in the design before it is built. We are able to simulate human traffic flow, sight lines to critical displays, and find design issues before they are built (in one Command Center, the virtual model allowed us to discover a design flaw that would have cost hundreds of thousands of dollars to fix after construction started).
